Pointer on touch

Been getting this issue as soon as I updated to 5.1.1.
A lot of times when I'm scrolling (not tapping), I'll see a circle around where my finger is (like the pointer option in developer options), as well as a much larger circle around that one. This will register as a tap.
For example, while I'm scrolling through Web pages, it'll tap on whatever link my finger is over at that time.

This is widespread across all of Android; not isolated to a certain app.

Anyone else getting this bug?

It seems you have activated the "Glove Mode" in Display settings - set it off and this should go

You have enabled developer options. Make sure to disable them @Zennie.
