One thing that you can do is to add this number to your contact list. When you are at the edit screen (where you can add name, number etc.) you can press the menu button (three vertical dots) and mark "All calls to voicemail".
Otherwise, I suggest that you check Google Play for a third party application with this function. Search for "Call blocker" or you can check out Truecaller.
