Yes these are fine to delete and are quite normal and are as Alex said linked to Google and is your unique ID - you may have two because you may have generated a new ID either knowingly or unknowingly simply by clearing cache or deleting cookies etc - As I do these things manually and have on occasions been lazy, I have been known to have 4 or 5 of these folders

I think that is the google advertising ID. You should be able to see that with a 3rd party file explorer.
