Is the call still coming through when you stop hearing the ring tone, or is the call sent to your voicemail after 3 seconds? If you are still able to answer the call after the ring tone stops working, are you using one of your own ring tones or one of the default ones that is pre-installed in the device?

If you are using one of your own, try changing to a standard one and see if that makes any change. To do that, go to Settings > Sound > Phone ringtone - SIM1/SIM2, depending on if you have the Dual SIM version of the device or not.

Should you already use a standard ring tone, try changing to another one, or try restarting your device in safe mode and ask someone to call you and see if it works when downloaded applications aren't loaded.
