You can't drag down the notification bar and turn off/snooze the alarm this way? Normally it should just pop-up on the screen though.

if you go to Settings > Apps & notifications > See all xx apps > Clock > Permissions, tap on each notification channel and make sure that the behaviour is set to "Make sound and pop up on screen".

Should that not help, go back to Settings > Apps & notifications > See all xx apps > Clock > Storage > Clear data > OK. Keep in mind that this may delete any already set alarms.
