This blue box is super annoying. Comes up when I charge or disconnect charging. It overrides any app I'm in and I can't figure out how to get rid of it. I did a factory reset of phone but doesn't seem to go away. I've installed avg, malware but they can't detect any problems

That blue box seems to be a message from a third party app or antivirus function, I can tell you it's nothing from the system. Try restarting the phone in safe mode and test to see if same thing happens. If not you must find out from what app it is.
It didn't pop up whilst in safe mode. I got rid of malware app but the only other app I use is AVG which I thought came with the phone.
How do I check for third party apps?
Any app that didn't came pre installed with the phone is a third party app.
Try looking for apps that you installed related with battery optimization or consumption, malware checkers or antivirus that didn't came with the phone, uninstall them one by one until you discover wich one is causing it. Look also for apps that you installed before that issue occurred.
Tap the app screen, tap the 3 dots in upper right corner, sort on date and you will see the last installed apps.
Go on, delete.
Maybe there are more apps that your phone just carries around.
Go on, delete.
It will bring you a clean and lean machine.
