Android 9.0 - hotspot doesn't give Internet access - APN settings missing

Pre-update Hotspot worked, post 9.0. it connects but provides no internet service. I was going to manually set up the APN value from T-mobile which is how I got it working before, however, the APN setting is missing on my G8142. 

Where did it get buried? or is it just not available at all?

@Obievil, for the APN settings go to Settings >Network and internet >Mobile network >Advanced >Access Point (APN).
