I have an ION 28i with the infamous bootloader unlock NO syndrome.
Is there anyway to unlock this?Example reprogramming by Sony,through
my Carrier (Wind)wizardry,or are there NO OPTIONS AT ALL?

Next If I flash jelly bean using Flashtool can I just check baseband(not flash baseband)to upgrade.
I have read the posts ad nauseum and wonder if that would work.This unit was upgraded to JB but
I went back to ICS due to mms and apn issues.
