I have a TZ21WN running Windows 7 ultimate, and the webcam does not work at all, does anyone know where to get drivers from or how to solve the problem?

I would try reinstalling the Vista driver that came preinstalled on your Vaio. You will find it in the Original Drivers Package which can be downloaded from here: -

Extract the files and you will find the camera driver in the folder TZ21_Drivers\Camera\VGP-VCC7. Install from within Device Manager using the 'Have Disc' method and pointing to the installer .INF (R5U870FL.INF).
