I'm not sure how it works in a Samsung device, but in general there is no recycle bin in Android devices and if you haven't created a backup where the photos are included, or used the Google Photo/some other service to synchronize them, you can't restore them.

If you have deleted them on a Samsung device, I would recommend that you get in touch with their support, as I don't know if it's the same in their devices.
