SP Automatic Email Notifications Not Working Without Phone Charging

This issue doesn't relate to the LED, which is all I have found on this topic.

I have notifications and auto-sync set up, data service active and so on, but unless my phone is being charged I don't get email notifications. I can still retrieve email by swiping the phone, and whether swiping or charging, the LED and so on works fine. But this does render the wish for notifications a bit pointless as I don't want to have to plug my phone into something just to have this work.

Is this a known issue, or can anybody suggest a novel solution? Thank you.

Is the Stamina Mode on?

Stamina is disabled during charging so it could be an option.
