rasapi32.dll problem help help please

Help Help. Everytime i start my laptop up i get numerous messages saying... RASPI32.DLL/system 32 contains an error or is not designed to run on this machine please contact your administrator or reinstall software. i cant seem to access internet options from the control panel and also i cannot delete internet history on internet explorer. Mozilla fox internet browser seems ok as an alternative.

No not using dial up bu searchin the internet this seemed to be linked to he problem.I ahve a eventually bit the bullet and done a totall system restore back to factory settings and all seems ok now but will have to spend some time reinstalling some programs..thanks for your reply
